I emailed Brandy on this a while back. Didn't want you to think I never responded. 

I use the Opera Browser and for me even this one doesn't stop when moused over. There are so many different browsers, hosts, CSS styles and etc. used that, I'll be honest, I can't really help you. I never even knew the scrolling names stopped when moused over until Brandy mentioned it. I opened this page using Firefox and saw what she was talking about. I also checked others' blogs who used this code and even using Firefox some pause on mouseover and some don't. It may have something to do with the blogging platform use or your CSS code on your theme. Sorry, I wish I could be more helpful.</description>
